DECC have said that it has to be a 'D' at the point the owner applies for a FiTs contract (and sends off the EPC cert with their application for checking). So the PV can itself be included in the rating to get a 'D'.
So thinking this on to the next step - there aren't going to be many last minute installations on the last week of June because we'll have to have an EPC done to prove it's a D before it goes to the utility.
We'll need to prioritise properties that haven't got a D rating, making sure that they are installed well before the deadline and those that have the D rating already will need to be pushed back to the last week of June.
