Should you be asking this question if you are on this course, no wonder the is such a low pass rate to the course, it sounds like you are not prepared.
 
I for one, would like to know the answer, that the OP has found.
As far as I'm aware, there are no particular requirements in BS7671 for RCD protection to office circuits, unless the office is considered a special location.
411.3.3 is not applicable, because that Regulation refers to socket-outlets, not circuits.

Granted in (i) (a) and (b) of the reg the appliance socket outlet is mentioned but not in (ii) just says mobile equipment not exceeding 32amps, I agree I think most people do associate it with socket outlets for this reg, but if you interpret it as the other 3 sections mentioning sockets and this section does not, then for me it means just mobile equipment, how ever it is connected.

I suppose though how else would you connect a mobile piece of equipment other than via a socket,, but that is another argument ....so have to give you that one spin

Still does not refer to circuits.
Whilst I accept that mobile equipment for use outdoors does not have to be connected via a plug and socket, the RCD protection required would not extend to protecting the whole circuit.
The only place where requirements for RCD protection for circuits can be found, is under special locations.

In short, the way it is worded by the beloved C&G is as cryptic as ever IMO, and sends us all barking up the wrong tree.

I don't believe the question actually asks for a specific reg, the op has just added that for himself.

Use of the office situation could negate the need for additional protection to general use socket outlets & cables buried in walls.

As it asks for "one condition" in BS 7671 that would require it, I would be looking at a situation where the EFLI was too high for the OCPD to achieve disconnection in the required time by itself so additional protection by an RCD could be offered.

All IMO.
