PAT shouldn't be left to trained chimps as I'm sure the tester involved loses a part of his soul after ever computer lead tested.
 
I take it that means they can use Contractor as competent person (assuming they are).


The preference is to appoint from existing employees, however this is often not an option therefore many employers appoint a contractor or else don't bother and continue as before.

When seeking competent assistance employers should look to appoint one or more of their employees, with the necessary means, or themselves, to provide the health and safety assistance required. If there is no relevant competent worker in the organisation or the level of competence is insufficient to assist the employer in complying with health and safety law, the employer should enlist an external service or person. In some circumstances a combination of internal and external competence might be appropriate, recognising the limitations of the internal competence. Some regulations contain specific requirements for obtaining advice from competent people to assist in complying with legal duties.
