Needs covers on or tamper circuit still active. The 2 items on the tamper circuit look like they in parallel also and not series.

Sorry mate I was driving. I need to see it through to the end as well mate. All covers are on and no tamper light on the panel. When I opened the bell box to take a photo, it set the alarm off so the tamper circuit must be closed

The system is just two PIRs and a bell box. It's the most basic system possible. I have to be doing something stupid that I'm just not aware of due to inexperience

start by putting those 2 tamper loops in series instead of parallel. won't solve the sounder problem, though.

ok great no tamper faults.....take cover off panel keep tamper switch held down, and reset panel so no tamper lights are showing, then removed wire from A +12v then reconnect....hopefully should take bell box out of engineer mode.
