Why in older commercial buildings do the electricians fasten cables to the wall rather than install tray etc.

Been in a place today where over the years more and more circuits have been added, but no one has installed tray etc just clipped to the wall a ties to existing cables.

Looks a right mess
 
Because the cable the last guy installed was going to be the last one, or so he thought at the time.
And / or maybe the customer at the time wouldn't pay for tray.

And what size tray would you put up, big enough to last the next 100yrs?
 
Guess its a design issue, in a new building if I was only installing 1 cable I would probably cleat it but if I was installing 20 I would install suitable tray
 
You only have to clip one cable! The other 25 will be strapped to it. Waste of screws and tray otherwise.

Dave the usual reason is the company won't pay for it because it's "only one cable"
 
As a side note it frustrates me that electricians cleating cables to walls are incapable of using a chalk line, spirit level and measuring tape to space cleats evenly and in a straight line. even cleated cables look good if they are done neatly!.

Really rubs me up the wrong way that !

Surely they go '1 hammer handle' apart?
 
Every where I've worked you wouldn't know! After 1/2 an hour everything is the same dirty grey/black colour, after a day and the clips are just blobs on the wall.

What really annoys me is when they have used a spirit level when following the architectural line would have looked far neater
