Ahh, I think the difference is that your consumer units are bought partially populated whereas we buy naked panels and build DB's from scratch.

Yes most definitely likely. Mine always come with at least a main switch

Ok that makes sense.
So if I was to be defining modules, then ways, then split load.
it would make sense to say. 22 modules, with three split loads, Main switch, RCD, RCD, leaving 16 ways for circuits, which would each be protected by an MCB.

Hmm. Wouldnt specify an amount of split loads. Or I'd say 2 not 3
