Electric fences for cattle throw out about 4 kv at milliamps,if they are used alongside a public footpath there must be warning signs every so far indicating presence of an electric fence.There are various types,some run off torch batteries some of a car battery and others off mains,1 leg is rodded to earth and the other to a metal impregnated tape which is carried on insulated poles around the field.

Why not just put a bit of string up and the signs. That way the cows will read the signs and not even dare touch the string.

Got to think outside the box...
