If the OP wants a definitive Estop then he should just grab hold of the cable and give it a yank. That should guarantee a permanent stop.

If in Doubt pull it Out ! - Although it sounds as though the OP is attempting to pull something else
 
just cut the cable. a separate action of applying choc block and tape is required to restart the motor, so it's safe. cable cutters shown below, take your pick:

As the pump is on a 3 pin plug it suggests it is single phase (although it could be 3p with no earth!) but the isolator you have pictured is clearly for three phase.
 
Are you really serious, either your taking the **** or the Guy was not a qualified spark from even the most backward nation. If it is running on a standard plug how the **** would it be dual phase, you only have a LIVE and a NEUTRAL as it is SINGLE PHASE...either that or you have rewritten the laws of physics!!

Have to agree with darkwood here,

Unless you know the system you cant really say just wire it in the line conductor.

It goes past e-stops and into controls and regs.
For instance just imagine the plug has been wired to a motor used for a blending purpose that has been run from a plug top.
Some guy is using this thing and the power goes off for some reason.
If there is no contactor etc then its going to start up again soon as its energised.
This is obviously dangerous and against regs.

Same applies to the e-stop.

It should not be possible to re-energize the circuit by just releasing a normal e-stop.
