Think about it Peter, to use an EFLI tester you need a supply voltage, the question is telling you this isn't available::

d-every switch on the circuit
Its asking to measure EFLI for the radial circuit, not the supply so its wrong ::

You don't take a Zs at just the origin or just the last point on a circuit.
Which, will be the furthest part of the circuit.
