Yes another EICR question about landlords

Everyone knows about my fight to get RCDs and EICRs monitory.

But here is a question to see if it is already a legal requirement for EICRs!

I know there is no law stating that EICRs must be carried out but there is a law stating the electrical installation must be maintained and in safe working order.

So my question is how do you maintain and ensure that an electrical installation complies with this legal requirement without inspecting it since it was put into operation in the first place?
How do you know that it is still safe and maintained to the standard which is expected?
 
We had a gas cert done for a rental property and they told us the bonding to the gas wasn't corrrect. I found that a bit of a laugh really as the same gas fitter installed a new boiler in another property and didn't even question the fact that it had no bonding in at all !!!!!!!
All chaos to me this nowadays.
 
I do certification for landlords and point out that their insurance may not be valid should and electrical fault cause fire or injury. A bowls club in the midlands had their insurance claim turned down because of lack of proof of maintenance and testing. They listen to that.
 
How about a campaign for properly trained and qualified electricians not the scam system we have now that appears to recognise people with no electrical installation qualifications as electricians

May be that would improve safety

Firstly just let me start by saying in Scotland part p doesn't exist....and i am glad, so here is my thoughts on all the points raised here (remember these are my thoughts and opinions people and i know some of the things i suggest will never happen) so here goes.

Firstly i would like to see a national register of electricians or anyone who works in the electrical trade; we are not too far away from this already with most of us being jib or sjib registered. I would also like to see this register use to become a competent persons register so anyone on this register could sign off work. A sparks competence should be assessed on a regular basis in order to stay on the register and be able to carry out work. not only this regular random inspections should be carried out on their work.

Secondly i would like to see all the schemes scrapped as they sometimes cause confusion to the customer ie what scheme to use etc. The schemes make a mockery of the system anyway because i can go to niceic and buy the green forms from them so as a non member i can issue a certificate so long as i inform the lbc. This to me is a farce and makes me wonder why join in the first place. Not only this a lot of dodgy sparks (and there are some lets be honest now) can hide behind the companies registration scheme. They use unsafe practices and so long as it tests ok then its certified.

Thirdly i would like to see any electrical work being carried out albeit eicr, minor works or anything carried out by a registered member. I would then start a campaign to make sure everyone knows diy electrics carry a risk and all work should be undertaken by a competent person. Landlord and the likes would then know what needed doing and couldn't just get the bloke down the pub to do it

Fourth i would look again at the regs with a view of legalising them we would then have a national standard and we wouldn't be arguing amongst ourselves. As it stands we have no national standards as i as a scot couldn't work in england without doing a part p course if i wanted to comply with certain things.

I know these would never happen but until we do something then safety will not improve and the cowboys will prevail

While we’ve got Joe from the pub no amount of legislation will control any industry. Be it electrical, gas or car maintenance.

Fred Bloggs will look at your estimate and just see £350 for a CU change (OK it will be fully tested and certified, but Fred isn’t interested in that). Joe will do it for £100 cash in hand. Why pay £250 for a piece of paper?

I’m not being nasty about this, but you’re living in cloud cuckoo land if you think you can regulate any trade.

I quite agree actually Tony we cant regulate to cover everything and everyone and as long as joe does exist you are correct with what your saying. we cannot regulate for everything and everyone. However to do nothing is surely just as bad in my opinion. We need to address issues at some point so where else do we make a start? Joe from the pub can also go to the NICEIC shop and buy the green forms and sign work off....no matter how bad it is so honest hard working sparks will never stand a chance until there is better control over things such as this. However so long as schemes and the such like are making money then nothing will ever change. As i said in my previous post my thoughts are just that...i also stated that i dont think anything like that would happen...sadly

The hard working honest spark is always going to be at a disadvantage so long as nothing changes so we must start somewhere.....where is the problem
 
I will contact some of my contacts who have helped with the current and see what they suggest because the government have just reviewed Part P in England, Im sure Wales will follow suit - I will comment on the Welsh one when it comes out for pre-view.

It might be worth waiting till 2015 till the next review comes out for England.

Whatever way its read,the change here (if any at all) will be well after any change in England, and only then after further public consultation,in my estimate that is min 10 years

A far more effective safety campaign being waged in Wales is for the installation of a sprinkler system for all new builds
This measure has now been passed and new builds in Wales will have to have them installed from the start date
