If its in black plastic conduit?Yes it can be, there is no specific regulation, but other regulations may apply such as protection against UV, fauna and protection against mechanical damage, depending on the circumstances.
Black Plastic conduit or would it have to be metal conduit its for my flat it would be at minimum two meters from the groundIf it is something you are planning to install then I would suggest some outdoor-rated conduit. Black usually is, but you may find other colours are also UV stabilised.
It might not need protection strictly by the regs, but you have to take in to account the risk of physical damage from accidents like wheely bins knocking it, or the local scroats nicking it as it looks like enough copper to buy a beer.
