Hi, is it a requirement to run an earth wire to outside light(although its double insulated) or is it probably just best practice ? I was replacing my son,s existing outside light on a new build house with a pir security light but found there was no earth to his existing light. Thanks
 
Nothing wrong with a good healthy debate, as long as it stays friendly it's what the forums here for imo.
 
the equipment may not need a cpc, but the cable to it does.
The cable doesn't require a cpc (otherwise singles or two core cables would be prohibited). The point in wiring (i.e. the accessory) does though to comply with BS7671:2018.
 
You really do not need to stay. Ian is highly competent and if I can learn then why not continue debating?
Because it is confusing to the O.P. and will give up and not return.
This just goes to show the mentality of same (not all) house bashers (new development homes) instead of parking the CPC in a terminal block, Wago etc. cut it off as it is the easiest and quickest option.
