Just went next door round to my neighbour to help him him out with electrical issue. He changed a fuse to a 2 way lighting circuit and now the light only works in one position. I can only assume he has put the wrong fuse in?

methinks your neighbour is telling porkies. he's been messing about, wired the switches incorrectly, blown the fuse, and now saying he's only replaced the fuse.

I agree with tel
when doing an electrical course they should cover " how to spot the lying customer and read through there nonsense"
has the electrician been out to identify the problem yet?

Probably put the fuse upside down! Seriously though, the neighbour hasn't given the whole story or there is a fault at one of the switches.
