Yes I am confused too, I have read his posts several times and not sure what he is talking about, more clarification needed please OP
 
There's way to much missing info and confusion so I'm also not going to comment apart from repeat the fact that you can't just PME a supply without getting permission from the DNO.
 
you can pme it if you get less then 0.35 I believe ? granted your not ment to but aslong as the area can be pme'd, then whats the problem ? its been tested pull the fuse, connect it up put fuse in and re-seal then your laughing :)

Listen to Marvo and check with the DNO. It's one phone call to establish whether PME exists on the supply.
 
....how do you know that protective multiple earthing actually exists along the route unless you enquire with the DNO? For all you know, they may be in the 'process' of providing PME in that area but their work doesn't yet meet requirements. Phone them. Otherwise you are just guessing.

That's my take on it anyway.
 
Maybe a really old system in which they relied upon steel conduit if it is steel as the main earth to the dwelling they may have originally had metalclad dbs. Needs looking into!
