Hi guys, could you please take a moment to review the electrician's work on my flat and leave a comment as to its quality.

Switches and sockets were placed in various strange positions without my agreement. He has moved them where required but they're still not 100% and are not centered and measured properly on the walls.

We had agreed that all wires would be chased into the brickwork inside plastic conduit. I am disappointed to see so much raw cable buried within the plaster without conduit.

you don't get it do you? Read this very carefully. Hackney council is the freeholder of the building. They require that any electrician doing work on their properties be certified by an electrical compentency scheme. Dipsy has no such qualification and had a go at getting his work signed off by a certified electrician. I asked the council if this would be acceptable, they declined. Please let that issue drop now.

Couple of points,

Firstly, they are the FREEHOLDER and they cannot legally dictate who does work in your home unless it is structural, all they can state is that any electrician working in your home has to be Part P registered as per part P of the building Regs. If Dipsy is currently working for a NAPIT registered company then the council cannot legally tell you he cannot work in your home, whether he is doing the work independently or via his employer, especially if this work is to be inspected by a NAPIT or other scam provider assessor (They need to read the rules themselves) and by their own Building Control.

Secondly, TRADING STANDARDS, I would get them involved NOW, not weeks down the line, get them in on this NOW, do not pay any money to the builder or the electrician (use that term advisably) and ensure the work is physically checked by either a competent engineer form Building Control or insist the NICEIC honour their Guarantee and have an independent NICEIC scheme contractor attend and assess the work FREE OF CHARGE (THEY DO NOT CHARGE FOR THIS AND DO NOT ALLOW THEM TO CHARGE YOU). The NICEIC holds insurance to protect members of the public in such situations and the costs for inspection are borne by the contractor who did the work to be inspected or if they are not available by the insurance scheme, and this scheme is paid for out of the fees paid by members.

I would suggest that apart from the photo's you have already taken, take some of every aspect of the Job as a "diary" (Not just the electrical work, but all aspects), refuse the Builder and the current Electrician access to the property until it has been independently inspected.

One thing no-one has asked here, is there a new boiler in the property and if so have you seen a gas Safe registration?

Lastly...that will teach you to buy one of those properties from the council in the first place. I worked in Hackney as an apprentice, mostly on the King Edward estate, I would not urinate on one of those properties let alone live in one.

but i thought this was all part of the charm of living in flats...
the communal areas always smell of wee...
 
Call the electrician back tell him that you're not paying him for such unsatisfactory work, he'll probably threaten to take it all out if you're not going to pay for the materials, so its a win win situation. Saves paying for the job twice.

Then forget money and interview the next electrician properly. A job can be done at any price, but remember the price is the price the tradesman is happy to do the job for, not what you're necessarily willing to pay.
 
As everyone has already mentioned, you'll have to rip out and start again, no one in their right mind will take it on just to rectify, who knows where the next dodgy joint will appear looking at those pictures. Contact the NIC and get them out to visit along with BC at the same time, you'd like to think they wouldn't let that sort of workmanship through...
Why didn't you just look someone up on a scheme website in your area, you would of known at least they were legit. Good luck with it all and I hope a good lesson has been learnt.
 
Were these people actually builders/ electricians or eastern European gypsies bought in to fill the gap in our labour market, I think this job is a gigantic bodge, done on the cheap by Russian gangsters out to eliminate all flat owners/occupiers. I would be ashamed to put my name to both the building works and the electrical installation. Who are these people, they need to go on TV as Britains most Not wanted . THEY ARE A DISGRACE.

He's in the commons explaining why we can't keep these shysters out of OUR country, and why a lot immigrant cab drivers have disabled permits in their cabs, and why eastern European workers can work here for 12 weeks and go home and get ALL there ' paid tax ' back. and why we pay these people' family allowance' when they live in eastern Europe. ALL of this was bought in by blair and brown. anyone who challenged this was taken to court by blairs wife. he and she both, are now wealthy, some labour people they were, weren't they. They make me sick.

of course they can - all depends on the wording of the freehold agreement doesn't it, so it's contract law and nothing to do with part p.
 
You're right about trading standards though - get them and NIC in.

first things first though, the OP needs to issue a stop job notices to the spark, builder and plumber now in writing, or they'll be in doing more work tomorrow.
