I changed a distribution board on a TT system to a new one but both RCD's won't trip when i have pressed test. Is it possible both RCD's are faulty? Everything is installed correctly

I have changed the consumer unit now and done a complete re-wire as well as added a new ring circuit, moved the cooker circuit to a different room, i only have a shower left to install now and a kitchen ring and !yay! my work is done (too bloody bad i had problems in the consumer unit to begin with :( but these problems will only gain me knowledge and help me in the future)
