If it's an older gravity circulation hot water circuit with pumped heating there won't be a tank stat.
The only way to control the tank temperature is with the boiler stat.
Regarding the temperature at the tap, in any system be it with or without tank stat, hot water is normally stored at 60c you wouldn't be able to put your hand under the hot tap without being scalded.
But if the boiler stat operates then the boiler will fire and water will go round the hot water system still causing water to heat up.
Whilst I appreciate your comments Engineer, if you read my previous post I said that there is an immersion element with stat that is not connected. From what I have been told the water is being heated by the boiler when the time clock calls for it.

Only to the temperature the boiler stat is set to.
Have you actually measured the temperature of this water????
As has been said earlier the temperature for stored water is 60 degrees C which is too hot to put your hand under.
If this water is at 60 C, You could be assuming that it's wrong when in fact it may not be and you're in a wild chicken and egg situation.
I think op is getting confused because they put a mix value on yhe hot water now adays so it will never get anyware near 60 from the hot tap

I never had much to do with stored systems other than ripping them out to replace them with Combis so I'm a bit in the dark.
On new installations I mean, part of regs now that they have to fit on new installs
Much like bonding/rcd etc
All this technical stuff, knowledge and competency you need to have to be a plumber and sort out water systems has made me realise how much simpler it is to do electrics ..... we are simple souls in comparison to the god like plumber!
