What does he base this one?

With a Ze of 0.18ohm you're laughing...

Isn't the head DNO property and therefore their problem?

Personally, unless he ''knows something'' we don't, he's talking out of his arse!! lol!! This DNO installation is one where PlLC has been used as the supply cable, and you couldn't by any stretch of the imagination say thats paper thin!! It's probably sweated onto the cast cut-out too, so unless there is a wooden fillet between the lead cable and cast box it's a sound solid earth!! Only way your going to check that, is by lifting a floorboard!!! lol!!
