45metre 1.25 mm 3 core extension reel with a 1362 13A fuse well known manufacturers uk product......no RCD just your standard moulded plug from factory

Initial instruction manual may have had something like "10A max" written on it and someone has changed the fuse in the past after overloading it.
 
While the ISITEE guide has limits, the reality is this is a production item that meets the various standards and is a damn sight safer than someone joining up 3 * 15m reels!
 
Without looking anything up (on holiday a.t.m.), 13A fuse and 45m of 1.25mm cable ? What does that do for disconnect times ?
Its not good, but as @westward10 already said it should be on RCD anyway.

Totally aside from the impact on OCPD based ADS, extension leads are one of the things that most need RCD protection, either at the CU or in the form of an RCD plug, etc.

hello so the the reel is a fixed entity....? yes wound or unwound(this isn't technically good is it!) but is the installation a fixed state? (its a moveable drone the reel//extension ), fixed today pme tomorrow tt and the day after what ever ?variable Zs would you really sign off a piece of crap? NO and then some one plugs in a ev 13a car charger to add to the mix on the same ring this marketing abortion is plugged into to ffs!
 
But you can't play the infinite "what if ..." game. The question is simple, is this item of portable equipment "safe" or not when presented as a standalone item ?
If you play the "what if ..." game then you'd fail a 2m lead, with 2.5mm top quality cable, with the best quality plug and socket - because "what if" someone uses it plugged into an instalation with no earth (it would be dangerous to use then).

Still no idea why you think this should pass or fail. I actually have no idea what you are getting at.
