Hi there everybody, came across a different problem in a domestic household kitchen which contained two fluorescent strip lights when you switched them on the tv in the living room would go off for a minute, I began by checking the connections in the fittings apart from were the earths were looped and not connected to casing everything seemed fine. thinking it could be the starter I changed these but to no avail the problem still existed I then noticed there was a cap across the live and neutral connector of each. I phoned my supervisor and old him the checks I carried out, he said that the fittings need to be changed but after thinking about the problem im not so sure. do anybody have any ideas much appreciated

its probably something silly could not spend to much time as I had another several properties to visit

Do you not think it would be better if a customer didn't feel the need to interfere with their installation in the first place?

Customer “can you install an aerial booster?”
Electrician “yes but I’ll have to chase up the wall in you bedroom to get a feed to a socket.”
Customer “I’ll get Fred from the Queens Head, he knows what he’s talking about and will be cheaper than you. Goodbye!”

I expect Fred from the pub will do any job cheaper than a tradesman. Any customer who can't see that an appliance which comes with a plug on it needs a socket to plug it into isn't worth working for.

Customer: "can you install a new socket for my aerial booster?"
DI: "Oh I don't need to do that I can just sling a bit of T&E across the loft from the lighting circuit"
Customer: "Fred from the pub can do that, and cheaper. Goodbye."

So you would never hardwire any piece of equipment if it came with a plug?

Not 'never', but not usually. It depends on the circumstances. If an appliance comes with a plug on it a customer will probably be expecting you to install a socket for them to plug it into though, not chop the plug off and hardwire it into the lighting circuit.
