What on earth is this attached to a consumer unit

Hi, I am im in the middle of buying a house and came across this odd thing that one electrician cannot identify, Its hard wired to the consumer unit... any ideas?

I would say that's a digital timeclock at first glance. What do the instruction leaflets say ?

I stupidly didnt take a snap of the instructions, was on a flying visit. The brand suggests its for or from a caravan oddly...

I took these other pictures though and could not identify a trip nor the reason behind there being both a digital and analogue meter. This combined with the mystery timer has us very confused.

Are there any storage heaters in the house ?

The enclosure was made by CEC plug in systems, a local company linked to Bonus electrical, who predominantly made gear for the local caravan manufacturing firms. It is just a plastic box in essence though and nothing to do with the timeclock as that will have been purchased separately.

The only thing in the house similar to this is a towel rail that is both plumbed in to central heating and mains powered.

No cess pit, no pump - its a Victorian terrace house that had a considerable extension 15 years ago. Fairly standard property.
