Had a call out today, 12 flats no supply. Anyway ukpn tells me after they did their investigation that neutral becomes live when you put the cut out fuse back in so it is an internal issue. Would any of you disagree with their find findings?

go to the begining you need to check you have a Nuetral coming into the building with all off, do ZE & PFC depending on your set TN supply or TT but I suspect TN-S or TNCS.
Establish this first could be a broken Nuetral outside or going down.
Then work away to main switch same thing, Ryefeild panel ECT.
Almost certainly a Nuetral going down or wrong polarity.
But start at the incoming supply make sure safe isolation also as you have a live Nuetral.

Should not not take long to prove incoming supply fault if it is.

fault is found already, neutral down. I was wondering if anyone had come across this, but there were 4 ukpn boys who were investigating and had their governor on the phone aswell and all agreed it is internal fault. They are digging the road now or tomorrow then I got to back and put the fuses in. Just thought I'd share it.
 
just an update,

went to see today, they been there since 12 last night digging up and replacing that old joint.
loads of tvs,fridges and other stuff up in the smoke.
UKPN had a subby going around testing all lacturals, flats and 10 flats were done in 2 hours. i say no more lol
We were meant to do it but because it was a dno fault, dno has to do it.
