But yes, if the incoming cable was a PILC, and the Ze proved suitable by testing, i'd have no problem taking a main earth connection from that cable with a suitable clamp. I wouldn't however make a DIY N-E PME connection....
If there's no Gas meter, You cannot bound to something that's not there.
The gas main is outside the property. So just leave a 10:00mm CPC there for future connection.

Where abouts is the supply side if a structural steel, ducting etc, all of them could well have to be bonded too if needed.
For anyone still struggling with this question, get yourselves one of these installed and make your connection to the outgoing copper work!
