So your choices are put a dangerous fuse back in, or buy a very easily available 100a fuse bs1361 type 2 and fit that instead which would be far more safe.
I'm not suggesting either as it's illegal, just thinking out loud.

Of course you could contact DNO, which is the correct option.

With the mainswitch off, no load. Neutral will be at, well, neutral. Nothing. Nada.

Yes, technically a neutral is a live conductor… but voltage test to earth first, and insulated screwdriver.
