    RCBO socket circuit tripping.

A proper PAT with a mains voltage tester, testing for a true earth leakage, or a pass/fail simulated tester? Big difference.

    RCBO socket circuit tripping.

Defiantly points to a faulty appliance. A PAT wouldn't necessarily pick this up though, the equipment is likely 'safe' to pass PAT. Could be worth contacting the appliance manufacture.

Dodgy builder and 'electrician' fined for dodgy work and using the scheme logo

Weak sentence, makes a mockery of the Building Regulations (part p). I presume councils have neither the resources, time or knowledge to pursue these cases thoroughly, as such part p is effectively regulated by schemes for whom there's no financial gain in bringing prosecutions, unless their...

Exposed T and E's during test.

OP, what code do you think it is and why? Genuinely interested, what qualifications and experience do you have?

Electrical Inspections , who can and who cannot?

As mentioned above, scheme membership is not required to undertake eicr's. However to complete them competently vast industry experience, relevant quals (lv3 intall, nvq, 2391) is essential and public liability/professional indemnity highly recommended.

    Lengthening a vacuum power cable

As they are prone to wear and tear, most commercial vac's have a removable lead with a c14 socket at the appliance end. A suitable tuff type flex could be rewired at a longer length and perhaps depending on the installation/appliance class rating an rcd plug used.

    Regulations/requirements regarding communal lighting

Poor design and/or install. Should be designed to provide longevity for the building and energy efficiency. Approved Document L maybe of use?. As you've stated it's a new build it's likely under a new build warranty and maybe worth contacting NHBC or the likes of. Also be worth discussing with...

    PAT Testing scope

I'm not trying to be smart. You've made a statement, not asked a question. Genuinely interested in what you're trying to achieve.

    What Happens During Meter Calibration

Nothing specifically in BS7671 states an annual calibration is required. However to comply with requirements of EAWR. GN3 and GS38 contain requirements to ensure your test equipment is maintained and accurate by regularly checking readings against known values. Or for simplicity and cost...

    Electrical Inspector

Level 4 seems to be the minimum for an elec inspector. Along with significant experience. This is dependant on the sector though as the term inspector will be used for various roles, from glorified eicr's to specialist niche areas. For example- inspectors for insurance companies, oil/gas e+i...

Common story can someone sign off my extension for me

With an eicr being unregulated and with some 'electricians' offering them for as little as £70 it is concerning that the LABC would deem a eicr acceptable in the above situation.

HEAT TRACE - What should be used as means of disconnect?

In relation to heating cables BS7671 also states 'complies in all respects with manufacturers instructions'.
