As if you are too close to bonded metal work, the voltage from a PEN fault will appear on the earth rod, and you have situation you are trying to mitigate against...
Would TT not be safer than a rod attached to the PME earth, as with TT there is no risk from open PEN conductor. And for the suplimentery rod to be of any use it would need to be around the 2 ohm mark (depending on the fault) which could be hard to achieve
My village is PME, but overhead seperate cables. The lowest cable is the PEN and is jointed at each pole for services. There maybe alot of faults on this type of distribution as it doesnt have the protection of concentric cables in ground etc
