I had this problem with one of ours. Its not a cheap fix, but we use a company called B&D Instruments in Wolverhampton - 01902 741554. The guy is straight as a die and he will tell you if its fixable.
Another thought, how close is the main DB to the supply transformer and has the tester used a MF meter that is suitable with a high current test facility?
Standard domestic type MF meters can give incorrect Zs readings if close to the supply transformer.

There will be a current transformer around one phase of the incoming supply to the premises. This must either be removed or shorted out. Failure to do so could result in a fire.
