The Aritech CS350 works with end of line resistors, if you connect a 4K7 resistor across the zone in the control panel it should show closed, if that works then you have either a cable fault or the detector wiring is wrong.
The keypad tampers can be troublesome, especially on an uneven wall. Make sure the keypad is correctly clipped on to the wall mounting plate, and sometimes a few layers of insulating tape on the tamper peg helps.

My money is on the switch being incorrectly wired, as the neon only illuminates under load. As stated previously check the switch wiring and in case of any doubt isolate the circuit at the CU and await the arrival of your qualified electrician.
