The containment has to be constructed before wiring it. I don't have the book to hand so I can't quote you a reg number.

Any conduit system must be completely erected before pulling in cables otherwise you can't show that it would be rewireable. As you say it is a Requirement of BS7671.
 
I have just come back off holiday and had a browse around the posts, is it me or is this one a bit crazy? Why the hell would you go to all the expense and bother of putting all this conduit in, when it is so much cheaper and easier to come from above?? I would never even consider all this faffing about, is the customer paying for it all?? Why not just use the safe zones like normal and go from socket to socket. I bet the builder is going to love you when he comes to dot and dab over that lot!! Totally OTT IMO.
 
The question is are any of them bezzer boxes going to be assessable.? IMO no need for any of them nice slow bends with spring box to box, neat though.
