Adam, I might be a lot of things but stupid is definitely not one of them. Yes there was SB. There still is.
However, as you say. In the real world temporary measures (aka bodges) sometimes have to be done for the short term. If I hadn't got the heating back on then someone else would have. Whether that person would have either considered the realities of what he was doing or went back today to have a proper talk to the couple and to give decent advice is neither here nor there.
The bottom line is that they now have a temp RCD in place so the installation is now no less safe than it was before it suddenly went dark and cold and they have the information they need to make an informed decision. A fairly costly informed decision but an informed one all the same.
