Electrician not allowed to pat test.

As a favour to my local village school i have been doing the pat testing.
The council phoned the head and said she needs to do a risk assessment for the frequency of testing fare enough.

I said i would help her do this but the council have come back saying that i cant and i cant do the testing as all through i am a fully qualified and indentured electrician with 20 years i am not qualified pat tester but would be happy for me to quote for doing a fixed wiring inspection .

What is a qualified 'PAT tester'?

Are you competent to 'PAT test'?

Do you have sufficient technical knowledge of portable appliance testing and the Code of Practice for In-Service Inspection and Testing of Electrical Equipment?

What information is the council acting on?

I have met plenty of time served electricians who haven't got the first idea about pat testing.

Not so much a reg, there's a code of practice written by the IEE.
There's stuff in there that isn't in BS7671.

It's because it's a school Part P won't apply, not the PAT bit. You can still do Portable Appliance Testing for diagnosing domestic appliances but it's normally only mandated in commercial premises (with the exception of rental property, often required by the insurance company).

C&G 2377 is similar to 2382 - it's a test on reading a book.
Employers want electricians to have '17th edition', in the same way they want pat testers to have 2377 - how can you know what's in the book if you've never even picked it up?

There is no specific scheme for PAT, the COP gives definitions of competence:

1 Adequate knowledge of electricity
2 Adequate experience of electrical work
3 Adequate understanding of the system being worked on and practical experience of that class of system
4 Understanding hazards that may arise during the work and the precautions that need to be taken
5 The ability to recognise at all times whether it is safe for work to continue.

There you have it, competency in a nutshell!
