No earth reading!

To be honest I would never take a generic error code as equating to a specific problem being present. An error just means the instrument you're using can't give a meaningful reading so you need to investigate further with another instrument or tester that can.
 
but i put an earth rod in but still no earth

That statement doesn't make sense, if you put a rod in then there will be an earth but it might be high impedence (high IR). You really need some proper test results. Maybe try to beg or borrow an alternative tester.

Your test result of 0V L-E also doesn't make sense, if you added a rod then any digital tester would show a voltage L-E even if the Ra is extremely high.
 
Have you tried it with another tester, even a voltage/continuity tester.

i know you've proved it in other locations but this install should be on, so i'd double triple check.
 
Matey, go back in the morning and redo some of the tests and then things may become clearer.

Please let us know what you find...but you should have seen this when you did a Ze prior to taking the old board off.
 
polarity in fine. Did not test before changing the ccu as it was for an mate for his rental property so just got in and done it and now problems. A big mistake i made.
