I'm sure if you look hard enough you may find that earth hiding amongst the bushes somewhere
 
will retest it with another test instrument tomorrow

I think that would be a shrewd move, just approach it with fresh eyes and run the usual tests from scratch again paying particular attention to earth impedances. Maybe take a few photos of the incoming supply/earthing arrangement and attach them here for others to look at.
 
Error on your fluke tester means there's something wrong with the actual tester! If you have a circuit missing a conductor then your meter won't know to show an error it will just show 2000 ohms (if its direct Zs your measuring). Try doing your Ze reading with another tester and go from there. If your Ze is not there, switch it OFF and get the leccy board in quick.
 
i've had the error 5 lots of times, particularly where there are inductive loads on the circuit, lots of PCs, welding equipment etc.
may be completely wrong, but is the DNO supply linked to the next house along, only come across it once in Rhyl. four houses in a row fed from one supply cable.
 
i shall go to the job tomorrow and do more test and take few pictures and upload them for you here tomorrow thank you for your advice
 
No earth on his DNO TN-S supply, No earthing from an earth rod, No earthing from either the Water and Gas bonding connections to service pipes, ... And the OP can't even say this situation was present before he started any work.
Something is very wrong here. Have to wonder if the OP even checked bonding was in place, before starting this CU change!!

I have yet to see a broken down TN-S earthing supply with 0 ohms, that is almost an impossible scenario. Add to that, the bonding of service pipes (if not both plastic) not having any potential either, the chances then become astronomical of a L-E test being 0!! lol!!

If and it's a very big IF, the incoming TN-S had a really high or an impossible Ze value 0. then the very first thing you would do is call in the DNO as an emergency situation, not go ahead and do a CU change, ...find you have a problem, then start fluffing around installing an earth rod!!

I'll take some of that Oxygen now if there's any left!! lol!!
