Would you regard the contactor shown to be suitable for continued service (ignore the damaged tail for the moment)?

I agree, i wouldn't code it - i'd repair...obviouslly make the wire off again, but the terminal wants cleaning up. I was just stating what the practice guide IMO said.

To be fair to all parties, it depends on the purpose of your visit, If the OP is carrying out a EICR, then i think the only course of action would be to code it, if it was me, a corroded terminal due to considerable overheating is a code 1, if the op is there in a working capacity, then cut the tail back, sand and wire wool the metal job done.
 
Definitely retrievable, but i wouldn't use a file or WD40 or any other oil on the actual contact faces. Get yourself a glass fibre contact cleaning stick. For a bright metal surface without any rough contact surfaces
