I changed a distribution board on a TT system to a new one but both RCD's won't trip when i have pressed test. Is it possible both RCD's are faulty? Everything is installed correctly
 
Put an approved test lamp or voltage indicator across line and earth at the socket when energised, that simulates an earth fault and should trip an RCD, a line to neutral fault....IMHO won't trip an RCD
 
Its a long shot but i would disconnect all loads,and reset both rcds at least 10 times and try again,if its been sitting around for a while they might need some help to get them to work properly,it is not uncommon for rcds not to trip even when brand new.
