Either you have connected a permanent live to your outgoing switch live to light in your junction box or your photocell is broken. Best way to check is to go out remove your photocell if your light stays on the problem is with the wiring.
I've pulled a couple down and they were dimmable going to go back tomorrow and take everything down and check it, i've got a copy of installation guide and programming so i'll reset the switch and change it to ELV operation if necessary the kit might just be faulty.

I always use the ashley downlighter junction box with 1mm flex down to lights there a bit expensive but save time in the end and there's plenty of room for cables.
