It is a SWA gland where the cable attaches to the metal clad CU. The solar PV installer has cut away the outer sheath from the SWA to fit a BS591 clamp onto the armour instead of just retro fitting an "earthing nut" or a banjo washer.
I could also be looked at as 1 lighting point and therefore be assumed to realistically carry a max 100W lighting load or about 0.5A load well within 5A.
Yes it an exported TNC-S via the SWA armour. I would have difficulty in changing it to TT now since a new solar PV installation is using this cable to feed back to the main house and incoming supply. (see my other thread "Naughty naughty")
