I'd go with a board change, can't see alot of space for a shower CU in that cupboard! And if they wan't something else added in the future a 10way twin rcd board would make it easy!

Sounds Reasonable to me. If cost is not a major issue might be worth running 5 core SWA but only connect to one phase for now, then if you need the other phases in future you won't need to run a new or extra cable.

I agree, replacing the existing board would be best. Ideally you should run the new circuits back to the exisiting board (once changed) unless it's going to be totally seperate to the rest of the house.

Think you can get dryline junction boxes which you can fit in the ceiling and then screw the rose/fitting to it. That way the wires are accessible but not actually in the light fitting.
If you're mate doesn't want to change the board, you could install an RCD Main switch. Although this doesn't comply strictly with the 17th Edition, it would at least give some protection until the board is changed in the future.

can't see a problem. Is the outside light an old PIR? One made before intelligent ones were available?
It may be that the switch for the outside light joins Line and Switched live of the PIR, so you can put the light on...
Perhaps it is just dust! Could try hoovering around them nd see it is goes away. Could take bulbs out and do an Insulation Resistance test to make sure wiring is okay, if you haven't already.
