What a mess that all sounds lol. Why they don't just keep things simple i'll never know. Why change the course names ... yes knew stuff comes out, things become obsolete ect... but just add them and remove them to the existing framework without the need for all this carp. We've all got the same...

Are you sure you've replaced everything with 'new' ? saying that even new is dubious these days.
Sounds like you've got faulty equipment. Follow it all the way to to the top. Test on the outgoing of the ballast, see what you have there.
I Know you've checked the supply, but i'd be inclined to put it all back together and stick my test probe into the lamp holder when its in place at the top - see if you have 230 there - you could find you've got a broken neutral or something somewhere and thus not receiving 230v at output.
Also i've seen street lights with sensors half way up the pole - the wire from the bottom isn't jointed out into a button sensor half way up is it ? Hence, working at bottom because you're bypassing it and then not working at the top because the sensor isn't covered?
Have you got 230 at the bottom of the pole? When you're connecting both up at the bottom are you connecting into the incomer or outgoing of the street light furniture ? Could be the cartridge fuse at the bottom?
Cheapest option would be to find said socket he's plugging his lawn mower into and replace the socket faceplate with an RCD socket.
Why would you only take one leg off the circuit? presumably you'll be installing the RCD at or near the CU ?
Now you've misundestood haha - i issued the EICR. And i haven't coded it - he's gone into the garage to change a cracked socket out plate which i coded C1 - and because its clipped direct he's obviously seen it and tried to tell the client the cable needs upgrading because its not big enough...

A disagreement i've had yet again...
There is a workshop ring main with 4 double sockets and a indicated switched FCU feeding a single socket - this socket is wired in 1.5mm where the rest of the ring is 2.5mm 32A.
The spur from the FCU is roughly 1meter.
