19.1ka psc reading on a 2 bed small house!

I am sure the final circuits would be more than 0.04 ohm Zs, giving 5.75Ka psc, in which most domestic mcbs would stop the fault current, even if you had a socket/spur directly at the board.

What are you struggling with?

If you were to add an earth rod (as you'd suggested) the earth fault loop would lower in resistance so a higher current could flow. The only option is (apart from making the earth fault loop higher resistance (within allowable limits) is to upgrade the switchgear to cope with the higher load potential.
