OP, I think you might need to think on how you wish to proceed here. On the face of it, it seems your mother has been charged quite a lot for this CU replacement. That said, by most on here, we can only comment on what you tell us. I would wait until you receive your EIC. I would then ask for a proper written receipt for the work done. You then will have to consider how confident you are about the work that has been carried out.

The money is a side issue. It has been unwisely spent & wasn't mentioned by me in the thread until requested.
I just believed she needed a certificate of some sort for the work done & that was the reason for initial post.
I don't think anything is in a dangerous state so I am not too worried about that side (should I be?).
I now believe, due to helpful comments from here, that she has paid way over the going rate for the job done & been taken advantage of. The least she should expect is a certificate which will give her a guarantee that the installer is at least qualified to do the work. If he won't provide it then I will look to use some form of regulation to force him to. If he can't produce it then maybe I should then be naming him so others can avoid him?
 
As to whether the work is been done safely or correctly, is difficult to be sure commenting from a forum. The only way to do that properly, is having a suitable qualified electrician carry out an inspection.

I do not think your mother has been subjected to some fraudulent work, if she had been charged a lot more, 3 or 4 times more, you may have come to that conclusion, and perhaps dealing with this somewhat differently.

If he is with a scheme, they have a complaints procedure, Napit, Stroma, Elecsa, NICEIC. I wouldn't suggest naming the company/installer, you haven't proved he's done anything wrong.
 
They don't appear on the competents person scheme site - but as far as I know that doesn't include Stoma.

The OP should email the sparky and ask for confirmation of which scheme they are a member of!
 
Apologies for confusion.
I have attached another picture which gives a slightly pulled back view.
As Leesparkykent stated there is no Solar PV installed - it was cancelled under cooling off period. The box with drop down cover in first picture is squarish & I assume is for stair lift; though she did have a bathroom professionally installed so could relate to something in there too (but less likely).
All pictures are of current set-up. I have no before pictures & I didn't know job was to be done.
The first picture is of the cupboard where all electrics including old CU was installed. Second picture is of cupboard just other side of wall where only the new CU is located. They are all of the set-up as it exists now. The cables with the blue tape on are what he has used to make make the cables reach the new CU. They just go through the wall into the new CU.
I don't know what is behind blue tape as I didn't think it wise to remove any, but have attached a close up picture.
I guess £600 a bit steep for this 'quality' of work then?

Yes I think with Job you have done you have been ripped off, but I would say with a metal clad consumer unit, testing & properly done the I would be quoting £450 upwards, can't see the rest of the work needed to test everything & issue paperwork. but with a metal clad consumer unit costing upwards of £85 then that price up would be fair & done properly.
but looks like you have been done.
