    I’m not being patronising here but with such low value measurements you did remember to zero your MFT first...it is easily forgotten to do so.

    The fact he was wearing full PPE kit probably saved him from serious injury, something to consider when you next pull out and replace that service fuse on a DB replacement job without authorisation.

    I was called out several times by the DNO for situations like this to fit a TT earth. Depending on the time of day the DNO would either fully isolate the supply and remove the service fuse or if it was dark and an older system they would isolate the socket ring(s) but leave the lighting ring(s)...

    The concentric cable from the cut out to the meter is definitely anti tamper, the electronic gubbins appears to be a pulse counter.

    That is the strangest secondary cut out I have ever seen. Being before the meter it IS the responsibility of the DNO in your case UKPN. Ring them on 115 and tell them you have exposed live conductors BEFORE your meter and quote them code A04. They have a duty to attend within 3 hours to rectify...

    Nice soft bendy tails

    Another thing to be wary of with the present warm weather are Seal Snakes, these usually hide in the service cable capping but have been emerging into meter boxes due to the heat, quite venomous so have a poke around with a stick before putting your fingers in.

    Nice soft bendy tails

    Certain DNOs use hard drawn copper for the cut out tails which is a complete pain to shape. My present 25mm cable is a little too soft at the moment due the hot weather but will return to the passenger footwell later in the year.
